Statement of Need: Housing & Supportive Services for Single Mothers, Harris County, Texas

Single mothers in Harris County, Texas, face disproportionately high risks of homelessness, poverty, and substance use disorders, which directly impact the safety, stability, and long-term outcomes of their children. Harris County, one of the most populous counties in the United States, continues to experience rising housing costs, limited affordable housing stock, and increasing substance-related harm. These conditions place single-mother households at heightened risk of housing instability and family disruption.

Homelessness Risk in Harris County

Families experiencing homelessness in Harris County are overwhelmingly led by women. Single mothers often enter homelessness after fleeing unsafe domestic situations, losing employment, or facing unaffordable housing costs. Emergency shelters are frequently at capacity and are not designed for long-term stabilization.

Poverty Among Single-Mother Households

Single-mother households experience poverty at rates far exceeding the county average. Limited wages, lack of childcare, and rising rental costs leave many families one financial crisis away from homelessness.

Substance Abuse Risk & Family Impact

Economic stress, trauma, and housing instability significantly increase the risk of substance use disorders among single mothers. Harris County has experienced a sharp rise in substance-related deaths, particularly involving opioids. Children exposed to parental substance abuse face higher risks of behavioral health issues, academic failure, and future justice-system involvement.

Conclusion

Without access to safe, stable housing combined with supportive services, single mothers and their children remain at risk of prolonged instability. Investment in rehabilitated housing and integrated programs directly addresses these risks, promoting family preservation, economic independence, and long-term community well-being in Harris County.
Unlike traditional shelters, which are bus stops for poverty years to come, our 3-month intensive model serves as a launchpad. We don't just temporarily house families; we rehabilitate 20 households annually into self-sufficiency. Our Substance Abuse and Parenting Education, along with other self-sufficiency programs, are not optional add-ons; they are the criteria of graduation. This ensures that when a mother leaves, she is not just 'off the street,' but has the cognitive and professional tools to remain independent of the welfare system.

The Celena Foundation Pathway to Self-Sufficiency Program

Each family's situation differs from the necessary steps for self-sufficiency. This being the case, each family's dynamic within the program will differ. The course of the program will be tailored for each family.

Here is the outline of the program:

Month 1: Stabilization & Assessment (The Foundation Phase)
  • Immediate Needs: Family is moved into the Shelter, and Children are enrolled in local schools or partnered with Childcare sites.

  • Intake: An intensive screening to determine Substance Abuse and the necessary level of treatment required. The screening will also determine the mothers' skill sets and ambitions.

  • Goals: Goals will be created for Substance Abuse Recovery, Personal Growth, and Professional Proficiency.

Month 2: Skill Acquisition (The Competency Phase)
  • Parenting Intensive: Completion of the Partnered Parenting Education Program, focusing on breaking generational trauma and establishing a household structure.

  • Work Force Readiness: Resume Building, Vocational matching. Mock interview practice. Since the staff ratio is high, staff can provide one-on-one job search assistance.

  • Recovery Maintenance: Growth from individual counseling to peer-support groups and relapse prevention.

Month 3: Transition & Placement (The "Launch" Phase)
  • Housing Placement: Staff will work with local landlords or permanent supportive housing to secure a move-out location.

  • Financial Literacy: Setting up savings accounts and budgeting for market-rate rent.

  • Graduation: The family moves out with a "Success Package".
